Has Cheney wandered completely off the range, or is the administration playing good cop/bad cop? Bush claiming to want to begin a new era of bipartisanship cooperation with the Democratic congress, while his VP laces into them using the most harsh language possible (basically calling them terrorist sympathizers), while on an overseas trip? The political strategy of calling the Democrats terrorist lovers did not work in the 2006 election, so it could be that Cheney is just one angry, bitter man. Gee, what a surprise (see video).
