Observation #1--He should not have punched her.
Observation #2--This officer appears to be very, very physically weak and ought to be ashamed of himself.

Looks to me both girls were resisting arrest. The cop is alone and having a very difficult time restraining the offender. I'm surprised the cop didn't get jumped. Glad to see that he arrested someone there...
