Well that certainly appears to be the case, anyway...
Nate Silver gives the GOP a 2/3 chance of taking over the House of Representatives in November, and it remains likely that the Dems will keep control of the Senate.
The people seem to be indicating that they prefer things this way...after controlling both Houses of Congress from 2004-2006 Republicans were swiftly swept from office and the Dems were given the keys.
The voters are now taking the keys back.
